If you’re in a competing offer you’ll need to put your best foot forward when making your offer. Once both offers are in with deposits given you’ll then be given 24 hours to confirm that this is your best and final offer. The office will then review both offers and accept the one they feel is the best, or potentially deny both if neither offer is suitable.

It does help to provide proof of a pre-approval or submit an unconditional deal. As for the 2nd offer, they can decide to be a backup offer if the builder approves their offer as-is, or they’ll be given a counter offer. If they decide to be a backup offer they won’t come into play until the conditions are not met on the first offer or the other deal cancels.
